Telegram Rules for Multiple Accounts: What Is Allowed and What Gets Accounts Limited

Does Telegram allow more than one account per person?

Yes. Telegram's FAQ (read 3 October 2026) says every phone number is its own account, and that anyone using two numbers may open a second account on the second one, for instance to keep work chats away from personal ones. The opening page of the Terms of Service mentions no cap on how many accounts a person may hold.

Silence on a number is not permission for everything, though. The Terms ban spam and scams on every account you run, and the bot and API rules add limits for anyone using automation. Telegram polices what an account does, and the sections below show how.

What the Terms of Service say you must not do

Signing up means accepting the Privacy Policy and agreeing to refrain from:

  • sending spam, or running scams on other users;
  • promoting violence in publicly viewable channels, bots and similar spaces;
  • posting illegal pornography in publicly viewable channels, bots and similar spaces;
  • activity that most countries treat as illegal, such as child abuse or trading in illegal goods and services like drugs, firearms and forged documents.

Other points from the same page: users in EU countries, the United Kingdom and Australia must be at least 18 to sign up, and Telegram reserves the right to update the Terms. The Premium and Business sections state that failing to comply may result in a temporary or permanent ban from Telegram or some of its services. A separate set of Content Licensing and AI Scraping Terms prohibits data scraping, and applies to all users, businesses and third-party services.

Developer documentation adds a detail for frozen accounts: the app can read a date on which the account will be deleted, unless an appeal is submitted and accepted.

Automation, bots and third-party apps

Telegram's rules for people who build on the platform show where the lines are.

  • Unsolicited messages. The Bot Developer Terms do not let a bot pester users with messages they never asked for.
  • Rate limits and moderation. The same terms bar a bot from trying to get around or weaken Telegram's rate limits and moderation.
  • Your own api_id. The API Terms say an app must use its own api_id, and must not act on a user's behalf without the user knowing and agreeing.
  • Connected bots are third parties. The Business terms say bots come from independent operators rather than from Telegram, and that Telegram does not promise a feature will always work as intended.

If a tool signs in with your number and sends messages for you, they still go out from your account. The Spam FAQ names unwanted messages to random strangers as grounds for a limit, and a tool that sends them is still sending them from that account.

Impersonation, shared logins and login codes

Telegram's FAQ says that if a scammer is pretending to be you, you should contact @NoToScam. The Terms' ban on scams and the Bot Developer Terms' ban on impersonating anyone who did not authorise you point the same way: do not run an account or bot that presents itself as a person or brand you do not represent.

Shared logins are risky for a plain reason. Telegram's FAQ says the phone number is its only way of identifying a user, so the person who controls the number controls the account. Developer documentation adds that Telegram's servers invalidate a login code that is forwarded or typed into another Telegram chat. Give each person their own account and use the tools in the business guide.

If one of your accounts is limited or frozen

  1. Read the Spam FAQ entries, including "What can people report me for?". Telegram names ads nobody asked for, links and group invitations, random photos and, above all, anything tied to selling or online popularity.
  2. If the account was limited straight after sign-up, contact @SpamBot, as the FAQ suggests.
  3. If it is frozen, use the appeal in the app.
  4. Wait. The Spam FAQ says early release is not possible.
  5. Do not open a new account to carry on the same activity. It would leave the cause untouched, and the Spam FAQ says repeated offences mean longer blocks.

Staying inside the rules with several accounts

  • Hold only accounts you own or are authorised to manage, each on a mobile number you control.
  • Message people only when you are sure they expect it, and add people to groups only with their agreement.
  • Give each account its own browser profile or device, so its sign-ins stay easy to recognise in Settings, then Devices. If the idea is new, read what a browser profile is; the logout guide explains the list.
